Cut beef into 1" pieces.
In large bowl, combine beef, chili beans, chiles, green onion, cumin, and pepper. Mix well.
In medium bowl, combine muffin mix and water.
Grease bottom and sides of 9" sq. baking dish or 10" cast iron skillet.
Pour muffin batter into pan.
Starting in the center of the batter, spoon the beef mixture on top leaving a 1" border.
Bake 30 minutes or until the corn muffin mixture is lighlty brown and begins to pull away from the sides of the pan.
Sprinkle with cheese. Let stand for 5 minutes before serving.
